This study employed a qualitative descriptive method, with data collected through observations, interviews, and document analysis. The analysis indicates that the planning, implementation, and evaluation of the guidance and counseling program at Sekolah Menengah Pertama have generally been carried out effectively. However, some services have not been utilized optimally. This is due to several factors, including the limited number of guidance counselors, which reduces the capacity for service delivery; insufficient program socialization, resulting in students not fully understanding the benefits of the available services; and time constraints in implementing guidance and counseling activities, which affect service effectiveness.
Furthermore, the program evaluation process has not yet been able to measure effectiveness accurately. A primary cause is the lack of a clear and structured evaluation design, making it difficult to assess program success. This highlights the need to develop a more systematic evaluation mechanism, improve human resource capacity, and enhance program information dissemination so that services can be optimized and better aligned with student needs.
