This study aims to analyze the strategies of madrasah principals in developing a religious culture within the school environment. Religious culture is one of the important aspects in shaping students’ character because it is able to instill Islamic values, discipline, responsibility, and noble morals (akhlakul karimah) in daily life. Madrasah principals have a strategic role in designing, directing, and implementing various religious programs to create a religious and conducive educational environment. This research employed a qualitative approach with a descriptive method. Data collection techniques were carried out through observation, interviews, and documentation involving madrasah principals, teachers, educational staff, and students as research subjects. The results of the study indicate that the strategies of madrasah principals in developing religious culture are implemented through religious habituation programs such as congregational prayers, Qur’an recitation before learning activities, religious lectures (kultum), commemoration of Islamic holy days, and the development of students’ morals and discipline. In addition, madrasah principals also provide role models through daily behavior, build cooperation with teachers and parents, and create a school environment that supports the implementation of religious values. The implementation of religious culture has a positive impact on students’ behavior, such as improving discipline, politeness, responsibility, and social awareness within the school environment. Supporting factors in developing religious culture include effective leadership of the madrasah principal, teacher participation, parental support, and a conducive school culture. Meanwhile, inhibiting factors include the low awareness of some students, the influence of the external environment, and limited facilities supporting religious activities. Therefore, the strategies of madrasah principals play an important role in developing religious culture and shaping students’ character within the school environment.
