Improving the quality of education is one of the main demands in the provision of education in the era of globalization and digital transformation. Educational institutions are not only required to produce graduates with academic competencies but are also expected to provide educational services that are effective, efficient, relevant, sustainable, and responsive to the needs of students and stakeholders. One management approach that can be used to achieve these objectives is Total Quality Management (TQM). This study aims to analyze the concepts, principles, implementation practices, supporting and inhibiting factors, and the impact of TQM on improving the quality of educational institutions. The study employs a Systematic Literature Review (SLR) method using a thematic synthesis approach to scientific literature discussing TQM in the educational context. The review process follows the principles of transparency and the PRISMA 2020 reporting framework. The findings indicate that the implementation of TQM in educational institutions is primarily supported by leadership commitment, a focus on the needs of students and stakeholders, the involvement of all members of the institution, human resource development, data-based decision-making, continuous evaluation, and the development of a quality culture. TQM can contribute to improving the quality of educational services, governance effectiveness, educators’ competencies, stakeholder satisfaction, and student learning outcomes. However, its implementation faces several challenges, including limited resources, inadequate understanding of TQM, resistance to change, weak leadership commitment, and the lack of a consistently established quality culture. In the context of Islamic education, TQM principles can be integrated with the values of amanah (trust and responsibility), ihsan (excellence), itqan (professionalism and quality), musyawarah (consultation), justice, and continuous improvement. Thus, quality improvement is not merely oriented toward institutional performance but also toward developing individuals who are knowledgeable, morally upright, and responsible.
